Military spies disguised as civilians in Norport Borough, lacking the communication channels to pass on their abundant intel. They were already helping their Dukes learn about their rivals before the borough broke off from Londinium, and have seamlessly transitioned to spying on the Sarkaz Army's movements after the Military Commission seized control.
